Per-seat vs flat pricing: the headcount question that decides your bill
Two tools can both cost "$200 a month" and be completely different purchases. One costs $200 because you have twenty people; the other costs $200 because that is the price. Which model a vendor chooses tells you what they expect you to become — and it determines whether hiring your next employee is free or expensive.
The two models, and the ones in between
- Per seat. Price × people. Scales linearly with headcount. Examples we verified: ClickUp Core $9, monday Standard $12, Notion Plus $10, Pipedrive Lite €14, Streak Pro $49 — all per seat per month on annual billing.
- Flat by volume. Price × a usage unit that is not people — contacts, subscribers, records. systeme.io is the clearest case: 2,000 contacts free, then $17, $47, $97 by contact tier, with no per-seat charge at all.
- Hybrid. A per-seat price with a metered allowance on a second axis. HubSpot Starter is priced per seat and also meters marketing contacts and email sends; monday is priced per seat and meters automation actions.
The same stack at four headcounts
| Tool (annual, per seat) | 3 seats | 5 seats | 10 seats | 20 seats |
|---|---|---|---|---|
| ClickUp Core ($9) | $27 | $45 | $90 | $180 |
| Notion Plus ($10) | $30 | $50 | $100 | $200 |
| monday Standard ($12, 3 min) | $36 | $60 | $120 | $240 |
| Streak Pro ($49) | $147 | $245 | $490 | $980 |
| systeme.io Unlimited (flat) | $97 | $97 | $97 | $97 |
Look at the columns rather than the rows. At three seats, per-seat tools are cheap and the flat tool is the most expensive option on the board. At twenty seats, the ordering has almost reversed: systeme.io at $97 is a fifth of what Streak costs and less than half of ClickUp.
The flat-priced tool is a bet on your growth. If you are one person today and five in two years, you buy the flat tool now and it gets cheaper in relative terms every year. If you stay small forever, you overpaid.
The hidden third variable: the minimum
monday's paid tiers require three seats. Two people pay $36 on Standard, not $24 — a 50% premium for a seat nobody occupies. That single rule makes monday irrational for solo operators in a way no feature comparison reveals. Always find the minimum before comparing per-seat prices.
The mirror-image rule: Streak requires the whole team on one tier. You cannot give one power user Pro+ and everyone else Pro, so one person's needs raise the whole team's price. Per-seat pricing, in other words, does not always mean per-seat flexibility.
When per-seat is the right model to buy
- When the value scales with the number of people using it. A CRM where every salesperson gets a pipeline, a project tool where every person tracks their own work. Paying per user is fair because the product is doing more work.
- When guest access covers the people who do not need a full seat. Most tools price guests differently or free. Contractors, clients and finance staff should not be full seats, and on per-seat tools it is worth configuring this properly on day one.
- When you can predict headcount. Per-seat pricing is a budget line you can forecast if hiring is planned — and a surprise if it is not.
When flat is the right model to buy
- When you are growing headcount faster than revenue. A flat tool absorbs new people without a new invoice, which matters in the quarter you hire.
- When your team is mostly light users. Three people who log in monthly and one who lives in the tool do not want four identical seats.
- When you resell or subcontract. systeme.io's sub-accounts each carry the parent plan's limits at no extra cost, which is a structure per-seat tools cannot express.
The question to ask before signing anything
"What does this cost at double my current headcount?" Not because you will double, but because the answer tells you which model you are in. If the number makes you wince, you are on a per-seat tool that will tax your growth — and that is worth knowing before you build processes on it, not after.
What we cannot verify
All prices above come from vendor pricing pages, verified October 23, 2026, on annual billing, and we re-check quarterly. Pipedrive and Streak price in different currencies (EUR and USD as displayed) and we have kept nominal figures rather than converting at a rate we cannot vouch for. Our hands-on testing cycle is in progress — we have not administered these plans at each headcount, so we cannot report real seat utilisation or how often guest access replaces a paid seat in practice. Findings will be added per our How We Test process.
